    Some of these folks are too mentally out of it to find their way to a shelter or designated spot for food. Yes, it would be nice if they would all obediently show up at the designated time and place to be fed but,it would be nice if they all had jobs, wore suits and lived in the burbs but that’s not going to happen either.
