The towers and rooftops held additional gear that connect not only to the street level wifi, but to each other using fiber and microwave. This "back-haul" component of the network required mounting locations on tower and rooftop sites NOT owned by the city. This is also the piece of the network that city will leverage to effect its goals mentioned in the press release.

JL- to be clear, prior to this transaction, the city owned only the light poles on which the wifi gear was mounted. City leased various utility poles, light poles and city-owned rooftops space to Earthlink to make that deal go.So they are just buying the tubes.

jrn: the City already owns the tower sites.
