They have long strived to limit the amount of parking in the city in order to write more tickets. Fewer legal spaces to park means more cars parked illegally, which generates more cash for the bastard PPA. I wouldn't be surprised if the PPA decided to permanently turn parking spaces into little parks and then ticket people who linger there too long. Of course the PPA is into the idea.
