I'm pretty sure they closed down Girard for a couple minutes just so the cars could exit.This was also around the exact time Bruce was going on over on the Parkway, so I'm guessing these cops were just raring to go.Apparently the disturbance was caused by a kid racing around on a dirtbike. Dude was racing his bike on 95 and went flying off the overpass and bounced across Callowhill, landing on the sidewalk on the south side of the street. He looked very dead.
