what I find strange is how the development company located at Locust/19 St(?) directly across the street from the music school can play a soundscape loop 24 hours per day (though you really only hear it loudly late at night)… think that’s the real culprit driving Rittenhouse Sq. residents batty without them knowing why not the occasional street performer/busker/park hanger-outer.
