Where does it say travelers don’t have to pay tax when they go shopping?
No one pays sales tax in PA on clothing and shoes.
It says they get “discount vouchers” but I get shopping coupons in the mail all the time. It’s a marketing tool used all the time in tourism.
I don’t understand your beef, or why/what you are trying to inflame.
