That took them a good 5-10 minutes…probably longer, to do. I also enjoyed the fact that he drove away, leaving behind the mess that was made. Where did they get the toilet paper? Probably expensed it.
Are the cops above the law? I don’t mean in a figurative sense, and not in a mocking fashion. Because I’d like to know the penalty for vandalism to a vehicle…

Hey, I say three cheers for these cops!
They didn’t really vandalize. They just wrapped some toilet paper around a car.
It’s a high-stress job and they’re having a little fun. Good for them. This is the same thing we praise high-tech entrepreneurs or Southwest Airlines or Ben & Jerry’s for doing.

Oh, absolutely! With the homicide rate fast on the rise, I think Philly cops really deserve that down time. I mean, they don’t really have anything else to do, right? (Ahem, their jobs?) Honor. Integrity. Serve (Your Buddies).

No, the point is that they have tons of other stuff to do - but taking 3 minutes to let off a little steam can make the other 7 hours and 57 minutes a whole lot more productive.
