Said doctrine is/was Dick Cheney‘s Oval Office response to 9/11, a paranoid inversion of the usual national security odds-making. In short, if there is a one percent chance that something terroristic might happen, we must respond as if there is a 99% chance. In other words, Hello Iraq!
